Visit U.S. Figure Skating’s Special Achievement Awards page — here’s an excerpt:

The U.S. Figure Skating Special Achievement Awards are pins given to athletes to encourage performance-related markers in their programs at Regionals, Sectionals and Junior Championships. Awards are only given out for free skate event segments in all levels at Regionals, and in juvenile – novice pairs, singles and free dance at Sectionals and Junior Championships. Awards are given out to the skater, team or pair in each group that earns the most points for designated elements for their level and discipline and to all skaters who earn at least one +2 or +3 GOE for any element in their program. In the 2012 season more than 500 skaters earned Special Achievement Awards at Regional Championships, and 135 skaters were awarded at Sectional Championship.
